This is a Japanese woodworking plane (kanna) made by Shogo Tanaka, with the true mark (honmei) 勘次 (Kanji). The blade is a sun-roku (professional size) ground at a 9-sun angle for ultra-fine finishing of hardwood, set in a solid new white oak (shirakashi) dai with a wrapped blade mouth (tsutsumi hakuchi).
